This package includes a basic salary (70% package), and a flexible portion of 30% that may be structured in terms of applicable rules which includes state’s contribution to the Government Employees Pension Fund (13% of basic salary). Requirements :

An undergraduate qualification at NQF Level 7 in Property Management/Built Environment as recognised by SAQA. A minimum of 5 years’ experience at senior managerial level in Property Management / Immovable Asset Management environment. A valid driver’s license. Duties :

Manage and direct the development of an immovable asset strategy for the Province. Manage and direct the development of processes, standard operating procedures, control frameworks and systems for improving the management of the integrity of the immovable asset register. Manage compliance with legislation in terms of the Custodian responsibilities in the Province. Manage and direct the development and updating of all policies & guidelines required for the management of the life cycle of an immovable asset. Manage the provision of inputs and guidance to the long-term Provincial Infrastructure Plan. Manage and direct the design of the Immovable Asset Register. Manage and direct the maintenance/updating of the Immovable Asset Register. Manage and direct the design and implementation of updated financial values for all immovable assets on a regular basis. Manage and direct the verification of information in terms of accuracy and completeness of information pertaining to immovable asset register. Manage the provision of GIS services. Manage data exchange and analysis with Deeds and other related systems. Manage the vesting process. Manage zoning, re-zoning, consolidation and re-consolidation of land. Manage the receipt of condition information for correctness and completeness before updating the immovable asset register. Manage alignment between leases contracts and information captured on the Immovable Asset Register. Manage and direct the design of guidelines for the preparation of asset management plans for the Province. Manage and direct the design and implementation of training interventions to induct professionals in the Infrastructure Units on processes, standards and norms for the development of User Asset Management Plans (U-AMP). Manage and direct the design and implementation of training interventions to induct Infrastructure Units on processes, standards and norms for the development/customisation of norms and standards for condition assessments. Manage and direct the development and updating of the Provincial Custodian Asset Management Plan (C-AMP). Manage and direct the customization/development of space and cost norms for the Province for Offices being used by Provincial Departments. Manage and direct the determination of the needs for leases based on space norms and needs of Provincial Departments. Manage and direct the validation of the use of immovable assets in line with the U-AMPs submitted by Provincial Departments. Manage independent investigations and evaluations to verify and validate completed condition assessment information. Manage the validation of all accounts for rates based on municipal values and ownership. Manage the payment of rates accounts within 30 days. [Annual]. Manage the design and implementation of maintenance of vacant land not allocated to a specific user. Provide advisory support to management on asset register. Develop and manage an annual verification programme for all assets under GPG. Manage the consolidation of acquisition and disposal plans as inputs into C-AMPs. Sign performance agreements for the Chief Directorate based on approved Job Descriptions, Strategic and Annual Performance Plans of the Department. Manage human resources in the Chief Directorate and maintain discipline. Manage training and development of personnel according to agreed training interventions. Manage the provision of equipment required by personnel for achievement of outputs in their respective Job Descriptions. Provide regular verbal and written feedback [aligned to quarterly performance assessments] to personnel on performance. Mentor and coach personnel. Determine the Human Resources needs of the Chief Directorate in consultation with Corporate Services. Develop and update the service delivery and work plan for Chief Directorate. Provide sufficient guidance to personnel in terms of the service delivery plan, work plans, core business roles and priorities of the Department through quarterly personnel meetings. Manage and direct skills transfer between personnel in the Chief Directorate and outside technical assistants and/or consultants. Plan and allocate work responsibilities and processes to control work performance including quality assurance. Manage funds in the Chief Directorate in compliance with Public Finance Management Act and the Treasury Regulations. Limit under spending or overspending by the Chief Directorate in terms of the departmental budget allocations. Manage client relations and stakeholder management. Manage risks and implementation of risk mitigation strategies. Align the strategic priorities and the work plans of the Chief Directorate with the priorities of GDID. Develop operational plans for Chief Directorate and work plans for each Director in the Chief Directorate. Manage written contributions to departmental quarterly progress reports, Annual Report, SCOPA, Budget speeches, Annual Performance Plan, etc.
